School Board Resolution - Parent Engagement

Educate Our State is encouraging school districts around the state to pass their version of the following resolution in support of Parent Engagement.

If you would like to ask your school board to pass a similar resolution, please reach out to Hope.  Hope will guide you through the process and assist with the outreach.  

Each school board will modify the below resolution to reflect the needs of their community.

Resolution in Support of Parent Engagement        RESOLUTION NO. _________

 

WHEREAS, students are the truest stakeholders in education; and

WHEREAS, the interests of students are of paramount importance in education; and

WHEREAS, students are the largest stakeholders in K-12 education, with a statewide total of more than 6.2 million; and

WHEREAS, students currently have little to no formal representation in education; and

WHEREAS, parents and guardians are their children’s primary advocates; and

WHEREAS, parents and guardians are a critical component of their children’s educational success; and

WHEREAS, the National Family, School, and Community Engagement Working Group’s “Recommendations for Federal Policy” of June 2009 state:

“..a targeted message about family engagement...should be expanded from a focus on parenting alone to emphasize the shared responsibilities of families, schools, and communities to support pathways for family engagement in supporting student achievement” and “...schools and community organizations have a responsibility to reach out, support, and listen to parents to ensure that they continuously have the information and tools to guide their children’s learning, to exercise their voice and leadership on the school improvement team, and to participate in district educational policymaking and budgetary decisions”; and

WHEREAS, California Education Code Section 51100 encourages parent and guardian involvement and specifically states

“The Legislature finds and declares all of the following:

(a) It is essential to our democratic form of government that parents and guardians of school age children attending public schools and other citizens participate in improving public education institutions.  Specifically, involving parents and guardians of pupils in the education process is fundamental to a healthy system of public education.

(b) Research has shown conclusively that early and sustained family involvement at home and at school in the education of children results both in improved pupil achievement and in schools that are successful at educating all children, while enabling them to achieve high levels of performance.

(c)  All participants in the education process benefit when schools genuinely welcome, encourage, and guide families into establishing equal partnerships with schools to support pupil learning.

(d) Family and school collaborative efforts are most effective when they involve parents and guardians in a variety of roles at all grade levels, from preschool through high school”; and

WHEREAS, the Local Control Funding Formula (LCFF) offers an opportunity for schools to develop programs and services for students that serve their unique communities; and

WHEREAS, the Local Control Funding Formula legally requires the development and adoption of a Local Control and Accountability Plan; and

WHEREAS, the Local Control and Accountability Plan must report Parent Involvement, specifically the efforts to seek parent input and the promotion of parental participation;

NOW THEREFORE BE IT RESOLVED, that the ______ [Unified] School District Board of Education recognizes parents and guardians of students as fundamental representatives for students, the primary stakeholders in education; and

BE IT FURTHER RESOLVED, that the ______ [Unified] School District Board of Education willdirect the Superintendent to make substantive efforts to seek meaningful parent and student guardian input in the development of the Local Control Accountability Plan; and

BE IT FURTHER RESOLVED, that the ______ [Unified] School District Board of Education will direct the Superintendent to substantively promote parent and student guardian participation and publicly report these efforts as part of the Local Control and Accountability Plan; and

BE IT FURTHER RESOLVED, that the ______ [Unified] School District Board of Education will direct the Superintendent to actively engage parents and student guardians in a variety of roles, recognizing that parents and student guardians are the fundamental representatives of students, the primary stakeholders in education.
